Professionals and uncontrollable weather
We are well aware that no one really makes the weather and we cannot blame anyone for the increasingly frequent storms that threaten our homes. At least hypothetically, no one causes strong winds, nor abnormal amounts of precipitation, which hypothetically consequently cause landslides and rivers had raisen.
Of course, we have experts who take care of rivers. We also have experts who take care of wastewater. And of course we also have bills and/or fees. Clogged drains and swollen rivers that cause floods and of course roads with rivers, streams and torrents rolling over them, and slippery slopes, according to some opinions, should not exist. Nor should we hear that someone had to move the construction of a house towards the now slippery slope in order to obtain a location and building permit.
Slovenia's flood lesson happened recently, namely in August 2023, when two-thirds of Slovenia's territory was affected. And this happened just a year after a catastrophic fire in the entire Karst region, which was about to spread.
In numbers and according to the Slovenian government, 15,517 locations were affected. 13,000 buildings and 9,000 apartments and 2,000 kilometers of roads were damaged. As such, the floods in August 2023 were assessed as one of the largest natural disasters in the country's history. The Government of the Republic of Slovenia paid out 1,521.27 million euros from the state budget for assistance and rehabilitation of the consequences of the 2023 floods until May 29, 2026.
Floods also occurred in 2024, but not on such a wide area. Floods also occurred in August and September 2025 in some areas of Istria and northern areas, including the capital Ljubljana, as recorded this time only by ARSO (the Agency of the Republic of Slovenia for the Environment).
In 2026, we have already recorded floods that were the result of severe storms, including hail and large amounts of precipitation, which covered "only" 31 municipalities.
Some more spiritual people would say that we are cursed. Others, more pragmatic, wonder whether the rehabilitation, which also included the regulation of watercourses and roads and torrents, were effective, especially if the uncontrollable weather struck again, as was the case in Komenda.
Of course, according to media reports, we can also take comfort in the fact that Slovenia is not the only country that has been facing uncontrollable natural disasters for several years, which even occur in the same areas. And of course, with the question of the effectiveness of professional protection or preventive measures.
Little comfort is offered to all those affected by the estimated climate change, which has been proven to cause the frequency and intensity of storms and other weather extremes. Long-term government protection measures include strengthening infrastructure, including underground cabling, which is questionably resistant to creeping or sliding surfaces or soil. It may only be resistant to strong winds and hail. The adaptation of agriculture to weather conditions is also stalling. Not only the roofs of buildings and shacks, but also the countercurrent networks have been blown away by the strong winds. We can hope, but we can also doubt, given the actual situation, that at least the re-fortified river banks and the regulated torrential ravines and wastewater drains have proven to be an effective solution.
